With a kit that makes your team super tanky by granting them shields, Ion Cookie Robot can fit into most teams. It does need some very specific Cookies used to activate the Synergy. However, if you're trying to build one of the basic low-budget, no-TSSR-Cookies-comps, he's a core member.

For Ion Cookie Robot, you want to scale his HP as much as possible, so that the shields provided can be massive. You also want to get some DMG Reduction and Resistances, but keep the focus on HP.
