According to MCV, Sony is removing PSP dev kits from sale on November 15th.

The confirmation comes after a source posted the following message, purportedly from Sony to developers, on PSPGen:

“SCEE will no longer be selling the PSP Development Tool (DTP-T2000A) or Testing Tool (DTP-H2500A) past November 15th. Please order in advance if you require these development units.

"We will advise you when a new model becomes available.”

The words ‘new model’ are titilatingly ambiguous. They could just refer to a new model PSP development kit, or they could refer to kits for the as-yet-unannounced-but-obviously-happening PSP 2.

We know from certain loose-tongued UK developers - including Mortal Kombat studio Netherrealm - that PSP 2 units already exist, and that Sony is most likely considering a late 2011 launch.

It's been rumoured that dev kits have been in developers' hands since May, and fresh rumours in September indicated that Sony had distributed PSP 2 dev kits to key game studios.

We'll no doubt hear a lot more on the subject before the PSP 2 is finally announced.
