Sigma Theory combines global-scale strategy, as you lead an intelligence agency to spy on other nations, and text-based events where you help individual agents escape cities and avoid the authorities.

Agents can recruit scientists from around the world, through means such as bribery or seduction. As you gather intelligence and gain more scientists, you'll be able to research incredible technology, and this is where Sigma Theory stands out from other strategy games.
Rather than subtle effects from tech tree unlocks, new advancements in Sigma Theory change the entire world and storyline. The developers gave examples such as creating the perfect AI or uplifting animals with sentience; the latter could result in an animal revolution in one country, removing that nation for the reminder of your playthrough.

Sigma Theory has grown in scope since its initial development, and likely won't be releasing until 2017. In the meantime, Mi-Clos plan on releasing two other games and more content updates for Out There.
