Neither Treyarch or Infinity Ward consulting on Call of Duty: Black Ops - Declassified

Earlier this summer, there was a bit of a mystery surrounding the development of Call of Duty: Black Ops - Declassified.
Namely, no one knew who was actually developing it but that has since been sorted.
The US-based Nihilistic Software, who developed Resistance Burning Skies for the Vita, been hard at work on the development of Black Ops - Declassified.
But a lingering question remained as to whether Treyarch and Infinity Ward – Activision's usual go-to teams for Call of Duty titles – would be involved.
Treyarch itself put that question to bed this week when its communications manager John Rafacz told CVG that 'we (Treyarch) have not been involved in the Vita version'.
Black Ops, indeedYet as one mystery was solved, another presented itself.
Questions have arisen as to whether Activision would still publish the highly-anticipated Vita first-person shooter or if it had outsourced the duties to Sony.
While most announcements and news regarding Black Ops - Declassified have come from Sony, Activision affirmed that it will be responsible for the publication of the title.
Call of Duty: Black Ops - Declassified currently has a November 2012 release window.
