Grab the Zapper in front of you, and begin tearing down the wall of the building encasing the irate woman - Pat McCloud.
She'll then thank you (in an oddly gruff voice) and wander off. Follow her to the next wall, which she'll begin pushing against, and make her life easier by removing all of the blocks from it.
She'll then make it to the Rocket, and you've beaten the level. Easy.
